Police have arrested eight foreigners for their alleged involvement in the kidnapping for ransom of a Chinese online gaming operator in a raid in the town of Parañaque.
Zhao Peng Peng, 32, was caught; Zou Lin, 24 years old; Ma Qiang, 29 years old; Li Zhen Yu, 23 years old; Gao Ming Yan, 28 years old; Gao Wen, 33 years old; Chen Keju, 23; and Luigi Chong, 26. Their alleged Filipino cohort was also arrested, identified as Rea joy Nafeda, 25.
Major General Albert Ignatius Ferro, director of the Criminal Investigation and Detection Group (CIDG), said the operation was based on the complaint of victim Cao Qi who was allegedly kidnapped on August 25.
Cao told police that the suspects suddenly appeared and handcuffed him and then took him to a rented house in Paranaque City. He was then asked to pay a large sum of money in exchange for his release.
“After 24 hours he was released on condition that the rented car remain in their possession until he produced the money. The victim went to the owner of the rented car and informed him of what had happened the day before. The two immediately reported the incident to CIDG, ”Ferro said.
CIDG agents then raided the area and resulted in the arrest of the suspects and the recovery of the rented car.
A 12 gauge shotgun, a 9mm pistol, a .380 caliber pistol, two handcuffs, a medium-sized plastic bag believed to contain shabu, and drug paraphernalia were seized in the area.
“The suspects are believed to be members of a kidnapping group, victimizing foreign nationals involved in online gambling operations,” Ferro said.
Cases of violations of Republic law 10883 (carnapping), article 267 of the revised Criminal Code (kidnapping and serious illegal detention), articles 11 and 12 of RA 9165 (general law on dangerous drugs) and art. 5, section 28 of RA 10591 (Comprehensive Firearms and Ammunition Regulation Act) were filed against the suspects.
